Economists agree that institutions shape growth, yet deliberate institutional reform is repeatedly delayed and, once enacted, slow to deliver gains. This paper asks why, using European serfdom (c. 850–1861) as its test case. It argues that serfdom was not a free-standing institution but one component of a wider institutional ecosystem comprising the state, the peasant commune, the town, and the guild. Because each component conferred benefits on groups whose support held the system in place, reform required altering the whole architecture, not a single law. This framework explains both the protracted, disappointing emancipations of 1781–1861 and serfdom’s quiet medieval dissolution in the west.

主讲人简介:

希拉·奥格尔维(Sheilagh Ogilvie )教授为英国科学院院士(FBA)、英国社会科学院院士,现任牛津大学经济史奇切利荣誉教授、万灵学院资深研究员,并担任剑桥大学出版社“经济史系列”主编,是全球制度经济史与政治经济学领域最具影响力的领军学者之一。

Ogilvie 教授曾长期任剑桥大学经济系教授,研究聚焦制度与经济长期发展,特别是行会、农奴制、女性劳动、家庭制度、人力资本与市场形成机制等,对制度与增长关系提出原创性解释。其著作《The European Guilds》等重塑了制度经济史研究范式,多次获 Gyorgy Ranki Prize、Anton Gindeley Prize 等国际大奖,在全球学界、欧洲学术界与政策界具有最高声誉与影响力。
